You got a good response from photoace and a fatuous response from another poster who seems to think that he can read people’s minds and predict their future, but what you do need to realise is that your wish-list is a little broad.
All but the live band work it quite easily handled, but shooting under low light needs both a camera with good high ISO performance and a very fast (and VERY expensive) lens to get detail that can be enlarged without degradation of the image. Another issue is that using a good DSLR with an expensive lens in a concert/live band venue can be risky unless you are approved by the organisers. Many won’t grant you entry if you are carrying what looks like “professional” equipment.
One option is to use a quality P&S with a very fast lens for your live band work, something that will cost far less than a single lens suitable for low light for your DSLR. Contrary to the oft chanted mantra heard here, they do now have P&S cameras with much lower pixel density, and higher ISO low noise performance. Not as good as a good DSLR, but certainly good enough to produce good images in concerts etc. Some have quality Zeiss/Leica zoom lenses starting as low as F2.0 with usable 1600 ISO.
The camera body is not the only thing that determines image quality. The lens has just as much effect on the image quality as the body. The kit lenses that come with the Canon rebels (350d,350d) leave quite a bit to be desired,and although the kit lens with the 40d (the 17-85mm) is hardly perfect, it is considerably better than the rebels lens (the 18-55mm). As such, because price doesn’t matter, I’d go with the 40d. That being said, if price REALLY doesn’t matter to you, get your sister a Canon 1ds mark III with a 28-300mm f/3.5-5.6 l series lens. she’ll love you forever then.

for beginning SLR photographers, I would recommend the Kit lens which is sold regularly with the camera It’s the 18-55is (IS Stands for image stabalization) The lens should sell for about $100 new, or 50-75% of that used on auction websites…
It’s not a great lens, by any means, but it’s a very good value, and versitile for almost any indoor shooting situation.
I also use canon’s 28-135is, which has a bit more telephoto, and a bit less wide angle. It’s not as inexpensive as the 18-55 kit lens, but it’s an excellent quality lens for a beginner, and it won’t break the bank.
I had Canon SLR, now I jumped to Nikon D80, tought Canon Rebel XTI or 400D, comes with a not that god lens, it’s very slow, to short and cheap plastic construction.
So, if you want better lens, the 17-85 IS, for example, you pay much more, but you still have shorter lens then the new Nikon 18-135mm.
The grip on Rebel, it’s a nightmare, to small, if you to take a lot of pictures, you’ll get very tired to hold this camera.
I love my new D80, the pictures are just great, the lens, I love it, it covers from 27-202mm on SLR and it is fast and good quality, the camera, no words, it is a great camera with the famous great construction from Nikon.

My suggestion, go for Nikon D80, you already some lens, don’t lose your investment, you can use those lens, and if you have some extra to spend, get the 18-200mm VR from Nikon, that is the Mercedes of lenses right now. You might have some problems to get one, everybody wants one, so it is out of stock, but if you can get, do it, it will be much better then D200 with another lenses, but if have a lot to spend, then get the D200 with the 18-200 VR (there is a regular 18-200, don’t take that).
